From the 6th Dental Polyclinic to a Multidisciplinary Medical Center: the History and Development of OAO Medical Initiative
OAO Medical Initiative is an organization with a long history, a strong professional school and a modern view of the development of medical care. Today, it is a multidisciplinary family medical center in Minsk that combines dental, medical and information areas, while continuing the traditions established more than half a century ago.
The history of the organization began on May 1, 1971, when, in accordance with the decision of the City Executive Committee No. 107 dated April 29, 1971, “On the organization of independent polyclinics,” the 6th Dental Polyclinic was established. Before that, it had been part of the 1st Clinical Hospital.
From that moment, the institution began a journey that over 55 years has gone through several stages of development: from a district dental polyclinic to the open joint-stock company Medical Initiative — a modern medical center with a wide range of services for adults and families.

The Beginning of the Story: the 6th Dental Polyclinic
Eduard Mikhailovich Melnichenko was appointed the first chief physician of the 6th Dental Polyclinic in Minsk. His name is associated with an important stage in the formation of the institution and the introduction of new approaches to dental care.
At the initiative of E.M. Melnichenko, an anesthesiology room was organized in the polyclinic for the first time in the republic, where outpatient dental care was provided under general anesthesia. Patients from Belarus as well as from neighboring republics came for treatment.
The experience of this office became the basis for the first scientific publications by E.M. Melnichenko, prepared jointly with dentist-anesthesiologist P.P. Borisyuk.
The polyclinic also organized and successfully operated:
- a periodontology office;
- a physiotherapy office with equipment for gum hydromassage;
- a system for providing dental care to the population on weekends and public holidays.
The 6th Dental Polyclinic became the first in the city to switch to a five-day working week with an original system for providing care to patients of the assigned district. This experience received wide recognition and was later adopted in other regions after an article about the polyclinic was published in the all-Union journal Dentistry.
Development of the Dental Service in Minsk
From 1972 to 1984, Alexandra Vladimirovna Zherko served as the chief physician of the 6th Dental Polyclinic.
The polyclinic included:
- an orthopedic dentistry department at: Minsk, Krasnaya St., 20;
- a therapeutic dentistry department at: Minsk, Ya. Kolasa St., 42.
The staff of the institution made a significant contribution to the development of the dental service in the city of Minsk. Many employees of the polyclinic later became heads of dental institutions in the capital.
On January 1, 1984, in accordance with a decision of the Minsk City Executive Committee, the healthcare institution “11th City Clinical Dental Polyclinic” was commissioned. Alexandra Vladimirovna Zherko was appointed chief physician, and the core team of the new institution was formed from part of the staff of the 6th Dental Polyclinic, which was partially reorganized.
From 1984 to 1993, Lyubov Pavlovna Monich served as chief physician of the 6th Dental Polyclinic. During this period, the polyclinic continued to develop as a specialized medical institution providing dental care to residents of the Sovetsky District of Minsk.
Patients were offered a wide range of services in dental treatment and prosthetics.
A New Stage of Development and Transformation into Medical Initiative
In 1993, Irina Anatolyevna Mudrova was appointed chief physician of the 6th Dental Polyclinic. From this period, the institution entered a stage of active development, strengthening of its material and technical base, and consistent transformation.
On January 1, 2001, the 6th Dental Polyclinic was transformed into the state unitary enterprise “6th Dental Polyclinic of Minsk.”
In 2007, the enterprise received a new name — the state medical unitary enterprise Medical Initiative.
In 2010, the state medical unitary enterprise Medical Initiative was transformed into the open joint-stock company Medical Initiative.
These transformations became an important part of the organization’s development. They made it possible to expand areas of activity, strengthen the management and medical base, and gradually move from the format of a dental polyclinic to a broader format of a medical center.
Expansion of the Structure and New Areas of Activity
In 2013, OAO Medical Initiative opened a dental department in the town of Osipovichi, Mogilev Region. In 2020, this department was transformed into a medical department.
On December 31, 2013, the first Medical Information and Reference Service 131 in the Republic of Belarus was created on the basis of the information and communications department of OAO Medical Initiative.
In 2019, at the department located at Minsk, Ya. Kolasa St., 42, a medical department of OAO Medical Initiative was organized and launched alongside the dental direction.
Thus, step by step, the organization moved beyond the framework of an exclusively dental institution and began to develop as a multidisciplinary medical center.
Medical Initiative Today
Today, OAO Medical Initiative is a multidisciplinary family medical center that includes:
- Dental Department No. 1
Minsk, Krasnaya St., 20; - Dental Department No. 2
Minsk, Ya. Kolasa St., 42; - Medical Department
Minsk, Ya. Kolasa St., 42; - Information and Communications Department
Medical Information Service 131.
Over the years, the organization has preserved strong dental traditions while also expanding the range of medical services. Today, patients can turn to Medical Initiative for dental, medical and informational support.
Dental Services
Dentistry remains one of the key areas of work of OAO Medical Initiative. It is from this direction that the history of the organization began, and today it continues to develop actively.
Patients have access to various types of dental care:
- consultation with a dentist;
- diagnostics of the condition of teeth and gums;
- preventive examinations;
- professional oral hygiene;
- caries treatment;
- treatment of caries complications;
- endodontic treatment;
- treatment of gum diseases;
- periodontal care;
- surgical dentistry;
- tooth extraction;
- preparation for prosthetics;
- orthopedic dentistry;
- dental prosthetics;
- restoration of chewing function;
- aesthetic dental restoration;
- restoration of tooth shape and color;
- implantology, if medically indicated;
- preparation of an individual dental treatment plan.
Dental care can be either one-time, for example a consultation or professional hygiene, or comprehensive if the patient needs a long-term treatment plan, prosthetics, surgery or smile restoration.
Medical Services
The development of the medical department became an important step in the history of the organization. Thanks to this, Medical Initiative began to be perceived not only as a dental center, but also as a multidisciplinary medical institution for the whole family.
Various areas of medical care and consultations may be available at the medical center, including:
- initial consultations with specialists;
- preventive examinations;
- diagnostic programs;
- laboratory diagnostics;
- instrumental examinations;
- medical check-ups;
- check-up programs;
- assessment of general health;
- consultations on disease prevention;
- follow-up of patients with chronic conditions;
- preparation for treatment or additional examinations;
- routing the patient to specialized doctors;
- preparation of medical recommendations based on consultation and diagnostic results.
The medical direction is especially important for patients who need to receive a clear examination route, undergo diagnostics, consult a specialist or receive recommendations for further steps.
A Comprehensive Approach to the Patient
One of the main advantages of a modern medical center is the possibility of a comprehensive approach.
A patient can apply not only for a separate service, but also for a carefully planned medical route. This is especially important when it is necessary to:
- undergo several consultations;
- prepare for treatment;
- complete diagnostics;
- receive dental and medical care in one center;
- clarify the state of health;
- prepare an individual plan for further actions;
- receive support at different stages of care.
This approach helps the patient better understand which examinations are necessary, which specialist to consult and how to organize treatment in the most convenient way.
Work in the Voluntary Health Insurance System
For more than 20 years, OAO Medical Initiative has been working in the voluntary health insurance system.
This is an important area of activity that allows patients to receive medical services within insurance programs, and organizations to provide their employees with access to quality medical care.
Work in the voluntary health insurance system requires a high level of process organization, clear document flow, stable service quality and attentive treatment of patients.
Medical Information Service 131
In addition to medical activities, an important area of work of OAO Medical Initiative is the Medical Information Service 131.
It was created on December 31, 2013, on the basis of the information and communications department of OAO Medical Initiative and became the first medical information and reference service of this format in the Republic of Belarus.
Medical Information Service 131 helps people receive reference information, navigate medical services and find answers to important organizational questions related to seeking medical care.
More information about the service is available on the website:
Service 131 is not just a reference number. It is an important information resource that helps patients find the information they need more quickly, clarify contacts, obtain information about medical services and better navigate the healthcare system.
For many people, the opportunity to receive clear information on time is very important. This is especially relevant when a person does not know which specialist to contact, where to receive a service, how to make an appointment or how to navigate medical areas.
The Organization’s Role in the Healthcare System
OAO Medical Initiative is an organization with a stable reputation and significant experience in the healthcare system.
Over the years of its development, the quality of the organization’s work has repeatedly been recognized with victories in national-level competitions.
Medical Initiative is also an official representative of the healthcare system of the Republic of Belarus at international-level events, takes an active position in the development of innovation activities and participates in the social life of the city of Minsk.
This experience shows that the organization is developing not only as a medical center, but also as a participant in broader processes in healthcare, patient information support and international medical cooperation.
A Team of Professionals
The main value of Medical Initiative is its people.
Behind the history of the organization are doctors, nurses, administrators, information service specialists, managers and employees who for decades have created, developed and strengthened the institution.
Today, the center employs a team of professionals and like-minded people united by a common goal — to help patients, develop the quality of medical care and maintain an attentive attitude toward every person.
Professionalism, continuity, respect for the patient and readiness to develop are the qualities that allow the organization to maintain patients’ trust for many years.
55 Years of Development: From a Dental Polyclinic to a Modern Medical Center
The path of OAO Medical Initiative is a unique story within the healthcare system of the Republic of Belarus.
From 1971 to 2026, the organization has gone through the following stages:
- from the 6th Dental Polyclinic;
- through stages of reorganization and expansion;
- to a state medical unitary enterprise;
- then to an open joint-stock company;
- and further to a multidisciplinary family medical center.
Over these years, the structure, name, areas of activity, material and technical base, and format of work have changed. But the main thing has remained unchanged — focus on the patient, professional medical care and development.
Today, Medical Initiative combines history, experience, modern medical services and information capabilities. It is an organization that grew from a strong dental school and became a multidisciplinary center, while preserving respect for traditions and striving for development.
